READ: KZN Transport MEC Declares R700 Million Initiative to Tackle Potholes in Utrecht

Utrecht, KwaZulu-Natal – On July 8, 2025, the MEC for Transport and Human Settlements, Siboniso Duma, announced a R700 million investment to address the pothole crisis in Emadlangeni, Utrecht. Speaking to over 2,000 residents, Duma described potholes as “enemies of progress” and outlined plans to repair and rehabilitate key roads in the region.

The initiative targets two major roads: the P40, connecting Paulpietersburg and Utrecht under the Amantungwa Traditional Council, and the P41, which runs through the Amashandu Traditional Council, serving Wards 02, 03, and 06. Of the total budget, R567 million is allocated specifically for the repair and rehabilitation of the P41.

The announcement was made during an event introducing contractors tasked with executing the roadworks. The KwaZulu-Natal Department of Transport emphasized that the project aims to improve road safety, enhance access to socio-economic opportunities, and boost local economies. The initiative is part of the broader “War on Potholes” campaign, launched earlier in 2025, which has already seen R216 million allocated for blacktop patching across the province.

Duma’s announcement follows public outcry over deteriorating road conditions in KwaZulu-Natal. The department has procured 55 trucks for pothole repairs and plans to acquire an additional 25 to support ongoing efforts. Over 100 road worker aides and foremen have been appointed to lead frontline operations.

The road rehabilitation projects are expected to create jobs and involve local contractors, aligning with the department’s commitment to economic development. The initiative also addresses delays caused by a recent system transition to the National Treasury’s Standard Chart of Accounts (SCOA V6), which impacted payments to service providers.


Residents of Utrecht expressed hope that the investment will improve travel conditions and reduce vehicle damage caused by potholes. The KwaZulu-Natal Department of Transport has pledged to monitor progress closely to ensure timely completion of the projects.
